What is the fair and expected way to deal with older siblings playing together and not allowing the younger children to join in their game?

I think it makes sense that older kids have games that they enjoy and can play and younger ones should be explained that they have their own games/ activities to engage in. as long as the older kids are not verbally or physically mean when they don’t allow the younger ones to join I think its fine.  I like to explain that there are some activities / games for different ages and help younger ones accept that while helping older ones model how to hold boundaries but not be mean or rejecting while they do so.
